										<content:encoded><![CDATA[<p data-start="0" data-end="221">In May, intensive construction work took place to open the new Kamnik–Stahovica bridge. After the removal of the temporary bridge, the works continued successfully in accordance with the schedule and technical guidelines.</p>
<p data-start="223" data-end="342">The bridge was <strong>inaugurated</strong> on June 2, 2025, and the event was honored by the presence of Minister<strong> mag. Alenka Bratušek</strong>.</p>
<p data-start="344" data-end="570">At the beginning of June, work also began on the arrangement of the embankments, the reconstruction of local roads, and the regional connection, marking the continuation of the comprehensive traffic rehabilitation of the area.</p>

										<content:encoded><![CDATA[<p data-start="0" data-end="176">In January 2025, construction began on <strong>the Ankaran Peripheral Canal</strong> (APC), with a total length of <strong data-start="98" data-end="114">2,460 meters</strong>. The completion of the works is scheduled for September 2025.</p>
<p data-start="178" data-end="396">The APC serves as the northern <strong>relief channel of the Rižana River</strong>, collecting torrential waters from the slopes of the Milje Hill and drainage waters from agricultural land between the canal and the Koper–Ankaran road.</p>
<p data-start="398" data-end="796">Due to the planned spatial developments by the <strong data-start="445" data-end="462">Port of Koper</strong> in the Bonifika area (construction of cells for marine sediment disposal and the long-term expansion of port activities), the construction of the APC was essential to ensure:<br />
💧 greater discharge capacity of the canal<br data-start="680" data-end="683" data-is-only-node="" />🏘️ safety of existing infrastructure and buildings<br data-start="734" data-end="737" />🌱 improvement of ecological conditions in the wider area</p>

										<content:encoded><![CDATA[<p data-start="0" data-end="591">At the <strong data-start="7" data-end="124">5th Conference of the Association for Consulting Engineering (ZSI – Chamber of Commerce and Industry of Slovenia)</strong>, participants emphasized that successful construction projects rely on <strong data-start="196" data-end="229">partnership-based cooperation</strong> between clients and consulting engineers, <strong data-start="272" data-end="297">high-quality planning</strong>, and a <strong data-start="305" data-end="352">stable and predictable regulatory framework</strong>. They also highlighted the <strong data-start="380" data-end="406">decline in investments</strong>, the <strong data-start="412" data-end="445">shortage of skilled personnel</strong>, and the <strong data-start="455" data-end="489">urgent need for digitalization</strong>, including the integration of tools such as <strong data-start="534" data-end="554">BIM, AI, and IoT</strong> into public procurement processes.</p>
<p data-start="593" data-end="823">Construction investments are in decline, and Slovenia is lagging behind in the absorption of EU funds. As a result, Slovenia recorded the <strong data-start="731" data-end="820">largest GDP drop among EU countries in the first quarter of 2025 – a decrease of 0.8%</strong>.</p>
<p data-start="825" data-end="1047">The conference’s concluding message was clear: it is essential to <strong data-start="891" data-end="914">restart investments</strong>, <strong data-start="916" data-end="982">reform the public procurement system in consulting engineering</strong>, and <strong data-start="988" data-end="1044">recognize the value of quality over the lowest price</strong>.</p>

										<content:encoded><![CDATA[<p data-start="0" data-end="157">On the <strong data-start="7" data-end="32">Kozina Bypass Project</strong>, with a total length of <strong data-start="57" data-end="67">1.5 km</strong>, <strong data-start="69" data-end="86">SLOMAN d.o.o.</strong> successfully supervised the construction of three bridge structures:</p>
<p data-start="159" data-end="431">➡️ a <strong data-start="164" data-end="184">railway overpass</strong> (structure 4.1) with a length of <strong data-start="218" data-end="229">39.30 m</strong> over the main railway line <strong data-start="257" data-end="273">Divača–Koper</strong>, the most important structure on the bypass<br data-start="317" data-end="320" />➡️ an <strong data-start="326" data-end="357">underpass for a forest road</strong> (structure 3.1)<br data-start="373" data-end="376" />➡️ an <strong data-start="382" data-end="412">underpass for a local road</strong> (structure 3.2).</p>
<p data-start="433" data-end="755">🔹 The overpass is an <strong data-start="455" data-end="492">integral post-tensioned structure</strong>, founded on piles with a <strong data-start="518" data-end="543">massive arched design</strong> and a <strong data-start="550" data-end="591">single span of 34 m between abutments</strong>.<br data-start="592" data-end="595" />🔹 The technology and construction process had to be carefully adapted to the <strong data-start="673" data-end="702">intensive railway traffic</strong> on this section of the <strong data-start="726" data-end="752">Divača–Koper main line</strong>.</p>
<p data-start="757" data-end="876">Particularly demanding were the works that required <strong data-start="809" data-end="834">railway line closures</strong>, as determined by the railway operator.</p>
<p data-start="878" data-end="961" data-is-last-node="" data-is-only-node="">The project began in <strong data-start="899" data-end="916">December 2022</strong>, and <strong data-start="922" data-end="960">completion is expected in mid-2025.</strong></p>

<p data-start="64" data-end="471">In the settlement of <strong data-start="85" data-end="104">Zgornje Stranje</strong>, across the <strong data-start="117" data-end="144">Kamniška Bistrica River</strong>, on the connection between <strong data-start="172" data-end="205">Kamnik and the Savinja Valley</strong>, we have reached one of the key milestones of the project – the <strong data-start="270" data-end="314">successful concreting of the bridge deck</strong>!<br data-start="315" data-end="318" />▫️ <strong data-start="321" data-end="343">685 m³ of concrete</strong>,<br data-start="344" data-end="347" />▫️ <strong data-start="350" data-end="378">professional supervision</strong> led by <strong data-start="386" data-end="396">Sloman</strong>,<br data-start="397" data-end="400" />▫️ <strong data-start="403" data-end="469">a step closer to a safer and more modern transport connection.</strong></p>
<p data-start="473" data-end="839">Last year’s floods swept away the already severely damaged bridge, but together with the <strong data-start="562" data-end="600">designer GRADIS, BP MARIBOR d.o.o.</strong>, and the <strong data-start="610" data-end="650">contractor Gorenjska Gradbena Družba</strong>, we are building it anew. The <strong data-start="681" data-end="772">client of the project is the Directorate of the Republic of Slovenia for Infrastructure</strong>, ensuring that all contractors can properly perform their tasks.</p>
<p data-start="841" data-end="906" data-is-last-node="" data-is-only-node="">By <strong data-start="844" data-end="859">summer 2025</strong>, the bridge will once again serve its purpose.</p>

Koper</strong>, while the <strong data-start="546" data-end="561">design work</strong> was completed by <strong data-start="579" data-end="597">Elea iC d.o.o.</strong><br data-start="597" data-end="600" />Our <strong data-start="604" data-end="621">SLOMAN d.o.o.</strong> team, in cooperation with <strong data-start="648" data-end="667">Obok Iti d.o.o.</strong> and <strong data-start="672" data-end="687">Elin d.o.o.</strong>, was responsible for <strong data-start="709" data-end="759">supervision of the entire construction process</strong>.</p>

<p><span data-contrast="auto">The renovation also includes the reconstruction of the roadway and the addition of a dedicated cycling lane, improving traffic safety and comfort for all road users—drivers, cyclists, and pedestrians. The new infrastructure is expected to be completed by spring, contributing to better traffic flow and a more pedestrian-friendly urban environment.</span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">The project is being carried out in collaboration with the </span><b><span data-contrast="auto">Municipality of Postojna</span></b><span data-contrast="auto"> and the </span><b><span data-contrast="auto">Slovenian Infrastructure Agency</span></b><span data-contrast="auto">, with construction work expertly executed by </span><b><span data-contrast="auto">Adriaplan</span></b><span data-contrast="auto"> and </span><b><span data-contrast="auto">Hipox</span></b><span data-contrast="auto">.</span><span data-ccp-props="{}"> </span></p>

										<content:encoded><![CDATA[<p>At the 16th Congress on Transport and Transport Infrastructure in Portorož in late October 2024, Slovenko Henigman presented a paper on the impact of transport infrastructure on the economy. Over the past 15 years, Slovenia has focused on sustainable mobility as a solution to traffic challenges, emphasizing the development of railways, bicycle paths, and public transport, while roads have largely been limited to basic maintenance.</p>
<p>The outcomes of these efforts have resulted in daily traffic jams on highways, with negative environmental impacts, a lower level of transport services, and only minimal growth in public transport usage. According to the World Economic Forum (WEF), Slovenia has dropped from 37th to 52nd place in terms of transport infrastructure development over the past fifteen years.</p>
<p>The PNZ transport model, developed for Slovenia, predicts that roads will continue to be the primary mode of transport. Despite necessary efforts towards sustainable mobility, which must be pursued more effectively, it is projected that at least 75% (currently 90%) of passenger kilometers will still be traveled by road.</p>
<p>It is therefore high time to give road infrastructure the role it deserves based on all indicators. This specifically means the urgent acceleration of construction of new and expansion of existing highway sections between Vrhnika and Domžale, as well as the construction of bypasses and modernization of existing state roads.</p>
