At the 5th Conference of the Association for Consulting Engineering (ZSI – Chamber of Commerce and Industry of Slovenia), participants emphasized that successful construction projects rely on partnership-based cooperation between clients and consulting engineers, high-quality planning, and a stable and predictable regulatory framework. They also highlighted the decline in investments, the shortage of skilled personnel, and the urgent need for digitalization, including the integration of tools such as BIM, AI, and IoT into public procurement processes.
Construction investments are in decline, and Slovenia is lagging behind in the absorption of EU funds. As a result, Slovenia recorded the largest GDP drop among EU countries in the first quarter of 2025 – a decrease of 0.8%.
The conference’s concluding message was clear: it is essential to restart investments, reform the public procurement system in consulting engineering, and recognize the value of quality over the lowest price.
